Referendum: One question, four issues on ballot
Do you consent to the ‘July National Charter (Constitutional Reforms) Implementation Order, 2025’ and the following proposals related to the constitutional reforms outlined in the July National Charter?
During the election period, a caretaker government, Election Commission, and other constitutional institutions will be formed in accordance with the procedures outlined in the July National Charter.
The next parliament will be bicameral. A 100-member upper house will be constituted with proportional representation of the votes received by the political parties in the parliamentary election, and any constitutional amendment will require the approval of a majority of the members of the upper house.
The winning parties in the next parliamentary election will be obliged to execute 30 proposals of the July National Charter on various issues on which the political parties have reached consensus. These include increasing the representation of women in parliament, electing the deputy speaker and parliamentary committee chairs from the opposition, limiting the prime minister’s tenure, enhancing the powers of the president, expanding fundamental rights, ensuring judicial independence, and strengthening local government.
Other reforms outlined in the July National Charter will be implemented as promised by the political parties.
